Aaa, Sumthing Wrong With Dot

my male betta has not been right for sumtime now, don't know why just very lethargic and slow moving, i got some anti interneal bacteria and he seemed to pick up, but since then, he has developed a growth or something in between his gills, his "chin". it has gone like when there is rotting food in the tank and it has that white stuf around it. don't know what is goin on with him

also he is very bloated, i tryed fasting him for 4 days then some deshelled pea afterwards, but it didn't work, could it be a sign of dropsy or internal bacteria?

if anyone could help, that would be great
