Yes it can feed some types of algae but the reason as to why the algae spores are there in the first place is down to ammonia combined with light. In planted tanks if nutrients and/or CO2 isn't up to par then plants break down, ammonia is released and the spores have all they need. Once the spores get enough light/ammonia to flagellate then nitrates and phosphates can feed algae. However, limiting nitrates and phosphates is still not the answer because this starves the plants, once again causing them to break down and leach more ammonia, exacerbating your problem and countering what you were trying to do (get rid of the algae).
