A Little Help Needed!

Got another tank to day from ebay! full set up but the filter i got with it will not stick to the side of the tank! what else can i do to make sure it's above the water or can just leave it at the bottom (pic of filter below!)

You can get new suckers. On my old tank I trapped the caple in the hood to acheive this effect once.
