A Film On The Surface

Hi there, I've got a fully cycled tropical tank, 35 litres at 23.5 degrees Celsius with two albino catfish and six neon tetra's. I hate the thought of overstocking so have decided to keep the numbers low.
However just recently I've started getting a silverish 'film' grow over the service of the tank. I'm sure that this must inhibit oxygen exchange at the surface. So when trying to remove, it clumps up into small white insoluble flakes whcih just float and sink? Does anyone know what this 'film' is and whether it is is safe?
If anyone has any idea I'd be really grateful. Thanks.
 
Many have it. I am not totally sure what it is, but I get it too sometimes. A filter helps keep it minimal, if not none. But other than that, it is very safe, even for 'air breathers'. Also water changes can help a lot too :D
