A Dwarf Puffer In A Galaxy Rasboras Tank?

I am rearranging my Aquanano 40 completely.
At the moment, it only has 10 Galaxy Rasboras in it.
If I plant it heavily, would a dwarf puffer be less aggressive towards the Galaxies?

Planting will not make much difference. Dwarf puffers are pretty nippy and are best in a species only set up.
