I have 8 gallon tank with 100 w heater, 120L/h internal filter, and air stone for Oxygen bubble. Betta fish only my tank.

Now I am thinking to add 6 Neon tetra and 10 Red cherry shrimp.

With above addition I wanted to add some plants in my tank which my like. I don't want to spend more money on it. Low Lite, no CO2 and less care plants.

Can somebody help me on that.

Hi, firstly i would not reccommend keeping the tetras with the betta unless;
a.) you are experienced with bettas
b.) you have prepared a seperate tank

Tetras are can be very nippy, though i have successfully kept them with a 1/4 of my bettas, the rest are in a divided betta tank due to thier less friendly temperament.

Regarding plants- Jave Fern might be your best bet along with Elodea Densa, dwarf hairgrass, moss balls, amazon sword.

Hope that helps :)

Sure thing.

There are a range of plants that you can get that can cost you a very small amount and still survive and grow in these conditions. My initial reaction would be for you to got to your LFS and ask them what they would recomend, however if you are after something to get your mind going try,

Hygrophila
Giant Ambulia
Java Fern
Strict
Rush

These are the common names that a lot of people go off, but it should get you going

stick with easy to grow plants.
java fern (pteropus and windelov are both fine, oh and 'narrow')
anubias will be fine, (somthing along the nana or bateri are most common)
vallisnera
you might be able to get away with some cabomba or some crypts.

it is best if you have some co2 being injected into the tank and ferts. (look for easycarbo and TPN+)
plus, maybe a few root tabs pushed into your substrate.

I know this isn't what the topic is about, but I personally don't think 8gal will be big enough for neons. Particularly as they can be nippy anyways, putting them into such a small space with a betta...seems a bit too risky to be.

what about the shrimp with the betta?
or are they just an expensive meal?

The shrimp's fate will purely relate to the Bettas tempremant.

They could be fine, and co-exist, or the betta could turn around and eat them.

Amano shrimp are a safer option as they grow larger, but obviously aren't as colourful. Plenty of people have kept cherries with bettas. Just need to provide plenty of hiding spaces for them.
