54L Saltwater Tank?

Hi,

I have a 54L tank that ive been thinking of making into a salt water tank for some time but keep going off the idea.
is it to small? I dont realy want to keep any fish just inverts like crabs, snails, anemones.

if this is possible what do I need, what do I do, how much would it cost, etc,

links to things I would need would help I think.
