Question's in the title really, I don't have any intention of forcing fish into an aquarium not suitable for them.

This topic is mostly about puffers, but I'm open to anything.

Quite a few things you could keep in there... there's a list of potential nano fish here - http://www.plantedtank.net/forums/planted-nano-tanks/31095-nanofish-list-v1-0-a-7.html#post904496, obviously you'll want to research further for suitability but might give you some ideas.

Personal recommendations would be things like one of the many microrasbora/boraras species, sparkling gouramis, licorice gouramis, pygmy corys, small betta species, badis, pygmy sunfish. Basically things which stay small and don't require too much swimming room.

Depends a bit on the footprint of the tank and obviously your water paramaters and whether you can meet the needs of individual species, some of them can be a bit dainty. I think single species tanks work best for this size aquaria too.

DPs are great though :)

Nice list. And I realise they're great :p, but I'd prefer something with a bit more colour I think (tbh, I'm wrestling with getting DPs anyway - 2 in that tank sound good?) that will be actually visible! I realise that's harsh, but I can only have the one tank currently.

As for single species - I currently have betta in mind, simply because of the ridiculous colours some of them can achieve.
 
A single African Butterfly Fish with a single small bushfish specimen (eg. Ornate, Congo Bushfish) springs to mind. Or for more activity, a group of ~6 Persian Killifish or a similar small species.
