36 gal 3ft long tank stocking

I have a new 3ft long tank (same length as my 39gal, but different height and slightly different depth) that I will set up later. I'm thinking of either using it as a breeding tank for my silvertip tetras or for use as a centrepeice species-only tank for Cochu's blue tetras, reed (veilfin) tetras or other lesser-known South American tetras. I could set it up like I did with the silvertip tetras. What do you think? Do you have any other ideas (except for the standard community tank) that I might do on the 36gal?
 
Cochus Blue tetras can be good or bad when they come into the shop. If you want some, ask the shop to hold them for a couple of weeks and if any die during that time, don't get any. If they are all good for a few weeks, then get a group of 10 or more.

You should be able to breed the silvertips in their current tank but you would need to remove the snails, add some Java moss for a few days and black out the tank, which wouldn't be good for the plants. If you want to breed the silvertips, use a plastic storage container. They can be dried out after to kill anything in them.
