my sister has just bought a 28l aquaone to start a coldwater tank, comes with filter etc but as i'm a tropical fish keeper i don't know about coldwater so just a couple of questions please.
how long to cycle a tank this size?
what and how many fish can be kept? she's looking at goldfish but will this tank be big enough?

A fishless cycle will be possibly 2 weeks. It could be later or sooner than that though, but 2 weeks is a rough guide. Possibly you could obtain some mature filter media from another tank? That would speed it up.
Goldfish are a no no in a tank that small. They get too big and produce too much waste for a such a small amount of water. However White Cloud Mountain Minnows should be fine. If the temperature didn't drop below 20C then you also keep some Amano shrimp. I would wate a few months before adding them though, because any hinto on ammonia or nitrite will kill them.
 
I agree with Radar. That tank is way way to small. They are very energetic fish but heavy waste producers, plus the swimming space would be overcrowded. But they are wonderful fish to own. I just love mine. If she really wants goldfish, she should save up for a big tank. But defensibly tell her that tank is too small even for one goldie.
