I'm switching my substrate to Eco- Complete and adding a DIY CO2 to it and upgrading my lights to plant growth lights. This is all in hope of carpeting the entire bottom of my tank in Dwarf Hair Grass. After it cycles and I cycle in a new filter and it carpets I am adding Black Khuli loaches. I've been told to keep the Black Khuli loaches in sand but the entire bottom will be covered in DHG and then Eco- Complete under that. 
 
Do I still need sand with a DHG carpet for my Black Khuli loaches? 
 
If, I do I plan on puting Eco-Complete under a filter screen and then sand on top. Is that ok?
 
Carpet plants and khulis will not go well, They'll more than likely uproot it all with there rubbing and pushing through the substrate. I'd rethink in fish! :p
 
what if the carpet was completely rooted in the eco complete before I added the khuli
