2 Planted Tanks One Failing

Hi, i have a 10 gallon shrimp tank that i tried to make a planted tank. The tank is a few months old and has dwarf hair grass dwarf hc and a very bushy plant. It kinda got taken over by hair algae. So i decide to make a new tank today i got a 2 gallon hex tank and added dirt i added water and clipings from the big tank. I added some blue pearl shrimp, how can make sure this tank doesn't be a disaster like the other one?
 
Make sure you're adding enough NPK for the plants and that the light is sufficiently dim enough to not cause algae*.

*dim enough to not make the plants need any more CO2 than that which you are currently providing them.....
 
Whats NPK and the lights are pretty bright. Two 20 watt 50/50 coralife bulbs. I added a diy co2 system to try and balance the high lights and low co2.
