Now that I've put the bullied one in a 60 gal she has no color and she is "pacing" back and forth in the tank. The dominant one I left in the 30 gal isn't doing as bad but she doesn't seem happy either. The lfs mentioned putting them back together in the 60 gal and maybe they would have enough room to establish their own territory. Any advice?

Take the smaller one back adn get a male.
