Maybe a few small shoaling fish too? Harlequin Rsbora/Rummynose Tetra? Would 10 of those make it overstocked?

how big is the tank?

i would take out the apisto's from that list.

take out the cockatoos, add another angel and then 8 rummynose tetras. what size tank is it?

Take out the two bolivian rams, and get 1 male 2 female cockatoos. Then add 8-12 cardinels or rummys.

I'm quite set on the Cokatoo's so don't really want to lose them?

Any other options?
