will it be overstocked?

I'm not too sure about the stock, but 18*15*12/231 = 14 gallons, US.

You need to keep barbs in groups, so the pair would not work.

Edit: New stocking ideas

5 emperor tetra
2 cherry barbs
1 bristlenose
4 glowlight tetra

The cherry barbs are ok in a pair - they don't school.

I think you should skip one of the 2 tetra shoals though. You'd be somewhat over-stocked. I'd say to skip the emperors and get 6 glowlights or some smaller tetras.
