14 Gallon Biocube

I scored an awesome deal on a biocube the other day. I set it up and noticed the 3rd compartment only fills with a bit of water, but not to the top (looks like there's another compartment below it that houses the water jet and that works fine). Is that third compartment suppose to be filled with water? I'm trying to find a place to house the fission skimmer i bought besides inside the tank.

The 3rd compartment is supposed to be lower than the rest. It is supposed to be in between the min and max lines that are on the side of that place.

On my 14 gallon BioCube the water in the third compartment is at the top of the side window.
