10L Stocking Suggestion

Hello all,
I am new to the forum and have found it so useful so far..
I have a 10L freshwater tank currently stocked with 4 neon tetras and 5 mosquito rasboras, I have found that they dont seem to get along too well and was wondering if anyone knew why that was?
Also I wish to purchase another species but am worried about overstocking? Also if I wanted one more fish what do you think it should be, ie something that doesnt need to be in a group?

Well I know that neon tetras need at least 8 in their group to feel secure because they're schooling fish, but 13 fish in their would probably be pushing it.

still rather on the small side for 2 shoals, ideally you want just 1 of about 6 then a single fish as the center peice

Thanks for the advice, I am going to donate my tetras to a friend with a large tank. Any suggestions on a bright, active centre piece fish?
