Yup. Heaters are designed to shut off when they reach the required temperature. The higher wattage just means it'll get there more quickly.

I have a 200 Watt one in a 70L, only because the supplied one was 50 Watts :(
Thanks Matty, picked up a 28 Litre Aquaone for £2.00 at the boot sale, it's in perfect condition, under gravel filter and pump, built in light, just need to add a heater.
 
The only down side I see to such a huge heater in such a small tank is that if it malfunctions it can quickly over heat the tank. As long as the control works properly, it will be just fine.
