Scuba is right, 3 dwarf puffers would be best in a 10 gallon. Sure, you could put 4 in a 10 gallon, but your puffers would be happier with just 3, plus it would cut down on agression. If you choose the dwarf puffer route go with a male and 2 females.
But I suggest a small species of shell dweller, like N. Multis (in my sig), N. Similis, or N. Brevis. These species are all good for just a 10 gallon.
( You would, if you're going to get shellies, need to take out your gravel and replaceit with sand, remove your rocks and add some Turbo or Muffin Snail shells.
