10 Gallon Heavily Planted Tank

I read the pinned article at the top of the page but I have a more detailed question about stocking.

I have a 20 gallon tank up and running but I want to get another tank and space is limited. I would really like to try a heavily planted tank. Would a 10 gallon tank be okay for this purpose or would it limit the swimming room too much for the fish? I am not really interested in keeping shrimp at the moment. Since I have a clean slate I can pick any substrate, plant, fish, etc. Anyone have good ideas for plants/fish?
 
As stated 10 gallons is quite small as is so a heavily planted one leaves very little space. A few pygmy cories would be alright, maybe a dwarf puffer? (Not sure what there min size so thats a guess).
