Turtles are kinda cool.... Yurp :nod:
But....There's alot of things you could do, and if you shose one, it'll be soo much easier to pick yor fish.
Examples:

Heavly Planted
Lightly Planted
Minimal
Rocky(Like African cichlids)
SW,
ect ect

Then you might want to consider getting a nice school of corys for the bottom. They are active a good bit of the time and interact with each other quite a lot. There are many different species to choose from, including a variety of colors and patterns, and eight or more would be a great addition to any peaceful tank. :D
 
a good selection of gouramis, corys and danios. personally Id also add glass catfish.
 
4 foot doesn't tell us much. What are the rest of the dimensions.

48x18x18, a fairly common size here, though there is a chance it could have one of the dimensions at 15".
