I just lost all my fish, cleand and cycled my tank, and have started to restock. My newest addition is a gourami, and this morning I noticed one of its fins looks stuck to its side, I come home for lunch and now the other fin is stuck to his side. Is that fin rot?

The snail is def not dead..it's the only thing that lived. I just don't know if I got a diseased fish, or a parasite, or what. I want to get more fish, but like I said...I don't want to do that til I am sure it's a healthy enviro. I am worried about the white gunk and the fish that looked...
