It's a hob filter and I think the sound is coming from the motor/impeller so putting a towel under it won't do anything.

I returned my Fluval C3 and bought the C4 and it's louder than the C3 was! I even lubed it with Super Lube Synthetic Grease. The intake tube is sitting properly in it and I unplugged and plugged it back in 4 times and that did nothing. What is up? Will this noise go away?

Would a Fluval C4 on a 29g tall be overkill and too much flow? I'm just worried my fish won't be able to swim very well even with the filter on the low setting?
