Why Are Brothers So Stupid?

hi, my brother got his tank. it is a juwel lido 120. so about twice as big as we thought. it is 120l and measures 61cm x 41cm x 58cm. anyway, he said that he wants a shoal of little fish now. (TROPICAL!!!) he also likes dwarf cichlids. i've been looking at apistogramma borelli, and he likes it. would his tank be suitable for a pair of them. he wants a shoal of silvertip tetras aswell, or maybe some other small tetra such as cardinals. if he got a pair of apistogramma borelli, and say 20 silvertips/cardinals, would that be fully stocked, or could he have some more fish?
