It's like a green spider web and it spred rather quickly can someone help in identifying this

blue green algae (Cyanobacter bacteria), which is a photosynthetic bacteria that loves light but can grow in the dark. It loves nutrients, organic matter, low oxygen levels and stationary water.
If there is only a small amount syphon it out each day until it has gone.
 
It will keep returning if you do not find the cause and remedy it.

Cyanobacteria is caused by organics in the presence of light. This can be due to several things I will list: too many fish, overfeeding, insufficient water changes, insufficient filter cleanings, inadequate substrate vacuuming. Sometimes nitrates are high though not always.

The only way to deal with cyano is to find the cause and fix it.
