Schooling/shoaling is a defensive behaviour adopted by small fish when they feel threatened. In small tanks it is rarely well seen. Put 10 neons in a crowded 2 foot tank and they'll go their own way. Put the same 10 fish in a 6 foot tank with a lot of open water and they'll stick together like glue.

The point I'm making is that rather then sticking a whole load of fish in your tank, a small group may be better for you.

It is also true that heavily planted tanks are often very lightly stocked. Plants require CO2 to grow, indeed, most planted tank keepers add CO2. With high stock levels, a high filtration rate and surface agitation is necessary to keep the stock alive - this same action drives CO2 out of the water and starves the plants.
