I have a weirdo blue wagtail platy that always schools with a normally unsocialble black skirt tetra. He never ever leaves his side, always a milimetre away from him, been doing it for months now :D

Is that normal?
 
Its probably more abnormal behavior the tetra is displaying rather than the platy starting it, you have a lot of tetra species in very low numbers, really you should have at least 6 for each tetra species as they are shoaling fish that do best in large groups.
In the wild tetras group together for defence against predators, so naturally feel insecure when in too smaller numbers (even if there is no obvious threat to them), they may display abnormal behavior in these situations. They are sort of like people in that they feel better if they have many to socialise with rather than just being the only 2 people left in the world sort of thing ;) .
With the platy, they are also sociable fish- you should either go for 3females per male or have an all-female or all-male group of at least 5. With more platies around in better gender ratio's, they should start displaying more natural behavior :nod: .
