Can red capped oranda's be kept in a tropical tank? 28°C 82°F

NO absolutly not! put then in a very large coldwater tank or in a pond

definitly no to the tropical tank ,sorry danio but id also think twice about keeping fancys in a pond unless some kind of heat is supplied for the winter months

I'd agree a coldwater tank is the only suitable enviroment. Fancies find it hard to over winter and compete for food outdoors.
