I have decided to use the tetra substrate but was unsure of what to use it with, could I use Seachman flourish substrate with the tetra?

You wouldn't need to use flourite with tetra, Tetra complete is designed to be used as a bottom layer, with a layer of an inert substrate above it, eg. sand or gravel. In a planted tank however I would advise against using coarser gravels, staying below or at 3mm grain size. Seachem Flourite is more for use on it's own, the same as ADA Aquasoil and the like.
