Never Ending Fishless Cycle

I have small 19l tank. There is no ammonia, but there has been 5ppm of nitrite in there for nearly 3 weeks so it has taken 5 weeks in total so far is this right or has the cycle crashed.

I have a 150l tank I started 2 weeks after and the Nitrite is now starting to come down in that

any advice would be greatly appreciated,

I wouldn't even do a fish less cycle with that small of a tank, just do like 80% water changes every day until your filter is colonized!
