Jpeg To "proper" Picture?

Hi, hope I'm in the right place to ask...
In our shared house this Xmas we're doing a secret santa with a £10 budget.
My victim ( :lol: ) is devoted to her goldfish, and it's a long shot but I was wondering if anyone knew of a way I could get a JPEG image of these fish turned into

a) a "proper" printed picture
b) an actual painting or drawing

Ideally an actual painting/drawing by someone who'd want the £10 as a donation to charity.
If this budget is completely unrealistic please do tell me, as it's for a charity I may be able to streeeetch it a bit; I know a lot of work would go into a painting but it never hurts to ask... hopefully! :rolleyes:

Or if I'm way out of this league, anyone who's done something similar with getting a printed picture, please drop me a line with suggestions!

all super markets or photo shop's will print off a photo from a jpeg.

if it's 3mp or larger it will look fine but grabbed from a website it will look pixelated.

I have seen places offering photo's to be printed onto canvus for silly money.
