Inches Of Fish... Tail Or No Tail?

When a fish profile says a fish will grow to, say 6 inches, is that including the tail? See, I've always measured my fish including their tails, and I took my 6 inch blood parrot to the LFS and they said he was only 4-5" because you don't include the tail when you measure. So... my plec, who measures about 8 inches nose to tip of tail, might only actually be about 6"? ?

generaly speaking, no it does not include the tail
