How is my stocking?

I have a 28gallon and have,

12 neons
1 Bristlenose
1 guppy
2 bolivian rams(getting next week)

Am i under/over stocked?

It sounds quite fine to me
As long as you keep up your water changes and don't over feed I'm positive that everything will be fine.

You are fine at the moment, you could stock a few more smaller fish, but you have to keep up with the water changes....
