Fish With Red Eye.

Hi all, this question is for my sister. She has a pet fish, its some sort of tetra, neither her or I know the technical name. I know a lot about fish because I have kept them in the past, Ive had several tanks, and so on. Her tank is completely set up wrong, she has no money thats why its done this way. She doesnt have a filter, heater, chemicals or anything. She didnt cycle it, she just changes the water every day. The fish has red in its eyes and she says its really bad. Is this a typical eye or is it a disease? If its a disease what can i do to fix it for her? thanks.
 
is it possible for you to get a picture of it so we can id the fish? it could be normal eye markings or it could be something bad. we dont know without a little more info (is the eye swollen, is the red mark puffy or have bits coming off it, does it look painful? a picture would really be best
 
I could be wrong but isnt red eye associated with chlorine burn?
Does she declhor the water?

Like i said i could be wrong... :crazy:
 
Size of tank in gallons or litres.
How many fish and which type.
Water stats in ammonia, nitrite, nitrate, and ph.

Do the eyes look like pools of blood if so that septicemia.
Also need name of tetra as it could be normal for them to have red eyes.
Are the eyes bulging out.
Any whites specks on the eye.
So describe the fish in detail.
