Cleaning up a Rusty Stand

Well I just got a 20-gallon (long) tank and a black metal tank stand for it (free). The only problem is, the tank stand is very rusty. How would I go about cleaning it up?

Stiff wire brush, scrub it well untill it stops flaking, if it's still standing and looks like it will take the weight give it a coat of primer and then a coat of paint.........
