Blue stripe on neon

Does anyone know what magic this blue stripe on a neon holds? I noticed that the stripe seems to go away some times. Especially right before feeding. Does it indicate it is hungry? Or is it that it is tired, cause it seems to happen more toward night time. Or is it simply cause it doesn't feel good?
