I'm thinking of setting up a community tank with a betta in it although I'm unsure what other fish will be ideal, this is my first tropical aquarium so the lower the maintenance the better. Also what should be put in first, the betta or other fish? Any suggestions appreciated.
95Litre Tank currently in fishless cycle.

this thread has some good information as to what best suits a betta and what tank size you would need for it. Bear in mind that it also depends on the betta. Some bettas will not tolerate tankmates. In my personal experience, I have had the best luck with females, Veiltails and halfmoons in community tanks.
 
I have got a halfmoon in a small community tank and he is fine. Put him in last so he can not easily claim the whole tank as his territory.

I've got a ten G tank with a crown tail and some neons and shrimp he does fine
 
The thread was a bit optimistic about keeping a betta with cherry red shrimp. Those guys will do fine right up to their first molt and then they are likely to become snacks. They are simply too small to be with a predator, even a small one like a betta.
