Beginner - 200L - Aspiring to create vibrant Community Tank

Oh dear. It's the beginning, remember. Won't be going 'TOTM' anytime soon 😬
So the tank is in a school environment with very young children.
You can see the 1 x 'Ram' (I think) top left and the seemingly happy tetras. I hope to add some more tetras as the tank needs filling it has a feeling of being empty.
Any advice appreciated.

The best way to fill an empty tank is to add live plants. It's not as daunting as it feels! There are some really easy growing plants that will look great in there and the fish will love it too, I'd definitely recommend some floating plants as well as they'll give the fish some head cover and make them feel safer.

Id be looking at fish that occupy the top half of the water column. The ram lives at the bottom and the neons have the middle
