Yellow Spots And Possible Fin Rot?

I have had my tank for a little over one month. My specs are the following:

10 US Gallon

2 Dalmation Mollies
2 Red Wag Platies
1 Male Guppie
1 Yellow Platie
1 Large Yellow Snail
2 Live plants (java moss and somthing else with leaves I forgot)

Tank temp is kept between 74F and 78F.

Yesterday I noticed the guppie's top 'sail' fin appeared to have either a chunk taken out of it or was slowly carroding away. That evening I noticed a little piece of his tail fix was missing. Everyone in the tank gets along fine. Everyone can congregate closely and I have noticed no nipping. He activity level has declined and he usually swims in place now in the middle of the tank but sometimes schools with the red wags like he used to especially after feedings.

2 Days ago I noticed a yellow substance on both of the mollies. It looks almost like yellow marker on their black and white skin. It is on one fin and the both of their bodies. It does not appear to be eating away but I was not certain if this was a foreign substance that could cause harm. I do not recall either of them having this when I brought them home.

I have noticed the guppie and one of the red wags beating themselves quickly on the gravel or a small clay pot placed in the tank. I have only observed this twice for each fish. I can only assume they do this more when I am not observing.

I understand Ick is white however I see no signs on any of the fish. Only the guppie shows sign of fin damage at this point. Any ideas on what I may be able to do to help them? I have started treatment with a substance called 'QuICK Cure'. The product contains only formalin and malachite green according to the label. I have done two treatments (10 drops, 1 per gallon per instructions) 12 hours apart. At this point I have not noticed anything but it may be too early. The activity level of the guppie has not increased.

Need to look at the texture of the yellow on the fish, as it can be columnaris to velvet.
So does it look like a dusting of yellow, or bleached out yellow, or fluffy in appearance.
Any signs of flicking and rubbing.
Shine a torch on the fish with tank llights out to see if the yellow glows up.
Swimming in place can be shimmies.

The yellow spot texture appears to be smooth even on the fins and is not raised almost like it is part of the fish. Perhaps they were born that way and I never noticed? I turned off the light and shined a light on the mollies. The yellow spots are more noticable but afterall it is yellow but I wouldnt' say it was glowing. What may this indicate?

As for the shimmies, the guppie is staying in place about 80% of the time. He doesn't have the yellow flecks but does display fin rot.
