Xray Tetra Swimming Slanted Sinking If He Stops Moving And Breathing R

One of our xray tetra started swimming slanted this morning and has begun to sink if he stops swimming. He has been moved to a hospital tank and the main tank stats are
Ammonia 0
nitrite 0
nitrate 20 (we have naff water!!)
ph 7.6
All the other fish are fine but this fella is in great difficulty looks like a swim bladder problem could someone confirm this or any other suggestions for this behaviour. Slanted swimming, rapid breathing, sinks when not swimming.

Tropical flake, corry pellets, live daphnia or blood worm once a week, i only have tinned peas in the house would they work? or am i to go shopping for frozen/fresh tomorrow going to give the main tank a day off from feeding tomorrow the rest of the fish are fine but this one is the runt of the shoal. Just in case it is over feeding will be wary of what goes in the main tank.
 
Don't over feed the bloodworms no more than twice a week.
Daphnia is good for digesting the fish food.
You can buy multi packs of frozen foods I think 5 different frozen foods in them.
Frozen peas are best.

Thanks for the advice, the tetra did not make it overnight sadly. I shall be getting some frozen peas today to have in reserve if any of the other fish show signs. I use the tetra fresh delica blood worms and they usually only get them once a week but they had their weekly feed of it yesterday will be sure to keep a keen eye on how much goes in next time. Thanks again for the advice.
