i have a 20 gal that i want to make a densly planted tank right now i have a little bit of hogwart, jungle val, and corkscrew val i want some light that would be cheap under 100$ and be able to keep pretty neat plants and also i just have regular gravel do i need to change to ecocomplete or somthing

5000-6700 is the best range.

the coralife 65w are good for a 20g. personally I have an All-Glass 55w and the 15w All-Glass that I originally got with my 20g. It's 70w so that's 3.5 watts/g. Generally you'd want around 2.5-3.5 wpg (50-70w) of around 6700K like Sunny.C pointed out. I've got 2 bags of Eco-Complete and that's my substrate and it works well. Flourite, and small (<3mm) gravel supplemented with laterite is ok too.
