On the hospital tank, I put a filter in so it stays, clean. Well, the fish only has pop eye. I took him out of the hospital tank and put him in the uncycled 10 gallon because the hospital filter is giving off a foam like substance. It is a filter and air pump in one. It looks like bubbles piling on top but then it turns into foam. I figured it is just bubbles that will pop, but the foam like stuff gets stale and begins to turn yellow. Err, how exactly does this happen?

Are you still using meds? Tetracycline and its derivatives will cause a yellowish/brownish foam on the surface of the water. Use a cup and scoop it out.

I wish I could say it was, but it isn't. As soon as I scoop it out, it all comes piling up again. Also, it is coming from the filter. The foam is white. It just turns yellow after it is stale. I took the filter out of the water, and foam came out of it.

uh from the reflection on the fromt of your tank it looks like its directly across from a window. Is it?? cuz that on its own could be adding to your water problems. Other thann that it looks alright.

First I'd try to empty the hospital tank, clean it out with water. Figure out what is up with the filter. See if you can change the foam in the hospital tank filter and give it a good scrub then put the popeye goldfish back in it. Then see if it works properly.
If that does not work out you can just put the goldfish in the tank with no filter and medicate it that way. If you do a 50% water change with dechlorinated water every day and then add the meds you should not have a problem with ammonia build up. (This is how I use a hospital tank, although I do run a small filter because I have tropical fish) I am not a goldfish expert but I don't think goldfish need a filter. Keep in mind if you medicate him correctly he will be in there for only a week. I think it should be fine to keep a goldfish without a filter for one week.
If you are medicating the uncycled tank with the other fish in it you are going to have problems. The meds are going to slow down or completely stop the cycle of the 10G and with 4 (I think) fish in it the ammonia and nitrate will build up quickly and you may loose the other healthy fish.
