I just wanted to see if ghost shrimp will breed in any community tank or do i need special conditions, Also
What will the baby shrimp need to survive other then being taken away from predators?

I had experiences with Ghost shrimp, however I never really got them to breed. I always just bought females with eggs in them already. However when they had the babies, I found it hard to keep any alive. So I did not have much luck with them however maybe some others did.

They breed all the time in my tank. I have a good sized (around 6-8 inches) chunk of driftwood with lots of hole and they molt and breed in it. Little baby ghost shrimp are pretty cute.

They are in a 29gal peaceful community tank with rasboras, zebra danios, pristella tetras, and cories.

Honestly, I don't know...but I am going to try myself. I'm just going to get a few and see what happens. I've heard that, depending on the tank, they'll breed. As for whether they'll stay alive or not...well, that's a different story and very dependent on what else lives in the tank. ;) You might find that they'll breed but are being eaten by what ever else lives there.
