I have got 6x black widow tetras and 5x black neon tetras, the black widows seem to have split the black neon tetras shoal up and mixed in with them. Can different species of tetra form shoals together?

They will, but only because in the wild they've evolved to live in shoals of hundreds, or even thousands, of individuals.

I have 5 blue tetra and 6 diamond tetra, and they tend to stay in a mixed group.
