i set it up according to the instructions, sugar to first line, yeast, stabiliser, 30d water to 2nd line. It said wait 2 - 10hours for bubbles but after 21hours, nothing.
 
Thats the trouble with the supplied yeast, it tends to be crap. They use a very slow reacting type to prolong the co2 production, but this greatly reduces the amount of CO2 produced and the time it take for it to start working. There is an excellent pinned thread about the nutrafin unit, have a read then pop to tesco's and get some baking yeast :)

Hi, i know this might be a daft question, but did you add water? If so, was it lukewarm?

Heres another way of making CO2

Fill the sugar level to the marker, add 3/4 tea spoon of yeast and about 1/2 tea spoon of Bicarbonate of soda. Then add lukewarm water to the fill level line. Shut the lid, shake it for about 10 seconds and then leave it. Within 2-5 hours depending upon the length of CO2 tube you are using and the depth of your tank, you should see the ladder bubbling or if u use a ceramic diffuser, then within 5-12 hours you shoul see results.
