Why Is My Green Caroliniana Cabomba So 'leggy'

i have a 180l tank with 2 x 24w T5's
co2 - yeast based (hagen natural plant system) - 25ppm
dose once a week with nutrafin plant gro

Lack of light most likely. 48w over what I make to be around a 48USg tank is not very much. The plants are 'seeking out' light so they grow tall and thin.
