Why Do They Sell Painted/fruit Tetras?

I'm just wondering...
 
As I mentioned before we bought our first tank in Feburary. Got some books, asked the guys in the stores... and we still made huge mistakes by buying painted tetras.
First of all , they were very aggressive. First hiding, laying low... simply pretending to be someone else.

  ..and then turing into real bullies!

I read more, checked the books about them , how they 'make' painted tetras. Some states like CA as I remember it's illegal to sell them. The States well-known about protecting animals, every kind! - and still can 'make' fish like that? Only for profit, right?

Simply put, they sell them because people buy them.   It's cruel, it's immoral, it's unethical, but its profitable.  That's why.
