White Spot/dot?!

Hi, i got a small (1.5 inch ish)RTBS yesterday and it has been what looks like flicking and rubbing on the sand/rocks/wood. On closer inspection i found that he has tiny white dots on his body, also the area under his mouth is white...im not sure if it supposed to be that way but thought id mention it! The white dots are teeny n u wouldn't notice them if you didn't concentrate. The water stats are ammonia 0, Nitrite 0 ,Nitrate 5.0 (My syphon broke and i'm getting one today to clear the tank up, but its been about 4 days since i used the vac. His tank mates are a Banjo catfish that is similar size and 10 neons. They all seem fine. :/
can anyone recommend any meds too if needed. Oh and its a 20 UK Gallon tank. Thanks

Sounds like common ich... check this out: ICH!!!

Sounds like whitespot. And chances are he'll infect the whole tank. Hence why a quarrenteen tank should be used. You'll need to treat with a course of protozin. Remember to remove any activated carbon from the filter first though.
The RTBS will outgrow your tank in time and your neons could be at risk of becoming lunch. I'm not entirely sure as I've not had any myself but I do know they can become territorial and aggressive in adulthood.
