So, I've just pulled my boyfriend in to look at the fish and he says that it doesn't look like Ich to him but he doesn't know what else it could be.

This is the first day I've noticed anything wrong at all. My two Black Neons have VERY small white spots all over fins and body. They aren't acting differently and everyone else in the tank seems fine.

So, if not Ich are there any other diseases that could be confused with it or look similar?

It's gonna be costia then, treatments is simular to Ich and you still need to treat with protozin or something simular.

I've been doing a lot of reading and the only Symptoms listed on any site is "Cloudy, Milky Skin" which none of my fish have. It's simply the small creamy colored spots.

I'm pretty sure it's velvet then.

Sort of like a fine goldish dust?

I'm vert sure ich meds can treat velvet too.

It's not really gold either. It's more of a cream color to me. I've treated the tank today with Paragon II which says it treats Hexamita, Whirling and wasting disease, Body swelling, swimbladder, Ich, Parasitic Protozoans, Secondary Bacterial Infections and hole in the head.

Anything like this?:

If the fish looks dusty, it's probably velvet.

Please note, these are not my photos.

Nope. It's individual spots just like Ich but smaller and less white. There's no white mucus covering.
