White Slimy Algae?

I woke up to find a large bloom of white slime algae on one of my plants. It's definitely slimy, not hairy, and is definitely white, not blue-green.

My setup is a 20 gal freshwater, silk/plastic plants, an old Penguin Whisper 30 filter that I intend on replacing next paycheck, and a brand new OEM hood/light fixture/bulb. The light stays on 12 hours a day. The only chemicals I put in it is Amquel, whenever I add water. Fish - I have 6 Black Skirts and 3 Corys. I did have 6 Rummynose, but they died pretty quickly. This is a new tank and have only had fish in it for one month. I did have the water tested before I put in any fish. I just did my first water change. I know I'm behind on that, but being a newly cycling tank, I wanted to give it a month before I did the first change.

Any ideas on what type algae/bacteria this may be? What should I do about it?
